Empowering DLA Organizations with
Comprehensive A-123 Support

The Defense Logistics Agency’s (DLA’s) enterprise risk management (ERM) program management office (PMO) sought support to mature its capabilities and establish a comprehensive OMB Circular No. A-123 (A-123) Enterprise Risk Management (ERM) and Internal Controls program across DLA organizations, including human resources (J1), acquisition (J7), and finance (J8). Not only did the DLA seek to drive enhanced risk management and internal control activities, cohesive communication, and collaboration to ensure a culture of risk-informed decision-making, but it also needed an easier way to streamline processes; foster consistency; and provide expert guidance for effective risk identification, assessment, and mitigation strategies.

At MDC Global Solutions, our mission is to enhance the operational resilience of DLA organizations through leading risk management practices and adherence to OMB A-123 standards. We support DLA with implementing ERM across all divisions, including human resources, acquisition, finance, installation management, and transformation, among others. Our comprehensive support spans the entirety of the business cycle, with a hands-on approach for enterprise business cycle owners, risk and internal control administrators, and assessable unit managers. This involves facilitating every step towards fulfilling annual statement-of-assurance requirements and ensuring DLA’s Risk Management and Internal Control (RMIC) program is executed flawlessly.

MDC also offered in-depth analysis and revision of corrective action plans (CAPs) related to any findings and recommendations to drive financial process optimization, internal control enhancement, compliance management, audit preparation, financial systems integration, risk management, and performance analysis.
